In talking about a group of miners in New Guinea, Kepner described some technical problems they were having, "…All that was necessary was to bring these informed people together and get them to thinking in concert about the same thing. The power of their combined knowledge solved the problem in half an hour. Of course, if these people had been invited to make inputs to the plan in the first place, all this flap would have been avoided…"
